Regional Webinar: Hiding in plain sight- Unmasking Human Trafficking

Description

Human trafficking- both sex and labor trafficking- is a local, state, national and global epidemic that is often hiding in plain sight in our communities. This presentation is to inform community based organizations (CBOs)  on the nature of the problem, provide guidance on the signs, symptoms and indicators of trafficking, and provide suggestions and resources to provide help and safety for victims.

Steve has been involved in the battle against Domestic Violence, Sexual Assault and Human Trafficking since 1998.  He has volunteered for years at the YWCA of Greater Harrisburg, providing pro bono representation for women and children who are victims of domestic violence. He has also volunteered at the YWCA Daycare Center. Beginning in 2016 he worked for the YWCA, serving as a contractor for PAATH 15 (Pennsylvania Alliance Against Trafficking in Humans – Route 15) a US Department of Justice, Office of Victims of Crime 12 County Anti-Trafficking program headquartered at the YWCA of Greater Harrisburg. Steve currently provides anti-trafficking signs, symptoms and indicators trainings and presentations to law enforcement, prosecutors, attorneys, nurses, physicians, social workers, drug and alcohol counselors, teachers and other professionals.

Steve retired from the Pennsylvania Governor’s Office of General Counsel (OGC) in 2015. He served in numerous OGC positions including:

  • Chief Counsel, Pennsylvania Department of State (3 times)
  • Chief Counsel, Pennsylvania Commission on Crime and Delinquency (2 times)
  • Chief Counsel, Office of Inspector General
  • Deputy General Counsel
  • Senior Deputy Inspector General
  • Prosecuting Attorney, Pennsylvania Department of State
  • Deputy Chief Counsel, Pennsylvania Crime Commission


He also served in the following positions:

  • Special Assistant United States Attorney, U.S. Attorney’s Office, Western District of Pennsylvania
  • Cozen and O’Connor, Member Attorney
  • Assistant City Solicitor, City of Philadelphia Law Department


Steve has volunteered in programs serving children, in both the Philadelphia and Harrisburg areas:

  • 1992 Craig M. Perry Award, Philadelphia Bar Association – for volunteer work performed at Children’s Hospital of Philadelphia Cardiac Intensive Care Unit
  • Volunteer – Ronald McDonald House, Hershey, Pennsylvania
  • Volunteer – Penn State Children’s Hospital – Pediatric Intensive Care Unit
  • Pro Bono Attorney – YWCA Domestic Violence Legal Clinic
  • Volunteer – YWCA of Greater Harrisburg – Men Against Domestic Violence
  • 1997 Michael K. Smith Excellence in Service Award, Pennsylvania Bar Association
  • 2006 Government Lawyer of the Year Award, Pennsylvania Bar Association
  • 2016 Dauphin County Bar Association Pro Bono Lawyer of the Year Award
